AXA insurance doesn't have a head for heights

We have been refused cover by AXA because the destination is too high above sea level I wanted to buy annual travel insurance for my daughter's trip to Peru and Bolivia. The AXA policy says "trekking/hiking/walking up to 2,500 metres above sea level" is covered, but not above that height.
